Simple LS for LockBuilder shows date and time, also has some nice animations.
You do not need to set a wallpaper, it will overlay the weather background. If you do want a wallpaper switch to setBackground and pick a wall. Switch back to lockbuilder and HUD will pull in that wall.
This would be a good template if you want to make a LS for LB. It has a nice time script (You can use) and also imports the wallpaper selected from setBackground.
