Setup:
Using iFile navigate to System/Library/LockCydgets/miWeather/weather/weather.js
You can adjust temp, 24hr clock, your zip code, and if your outside the us or not.
Cydgets get installed to System/Library/LockCydgets. To setup go to settings/Cydgets (must have cydgets) then select miWeather and respring.
Whats different between the winterboard version and the cydgets version? The cydgets version uses the iPhone/iPad's scrolling feature. In the winterboard I coded a scrolling feature. Of course the iPhone/iPad scrolling is much smoother. For the iPad this is now a fullscreen Cydget.
